वर्ष 2012 से 2017 के बीच उत्तर प्रदेश लोकसेवा आयोग (यूपीपीएससी) की भर्तियों की सीबीआई जांच के आदेश को चुनौती देने वाली याचिका पर सुप्रीम कोर्ट ने शुक्रवार को केंद्र सरकार को नोटिस जारी कर जवाब देने को कहा है। हालांकि कोर्ट ने सीबीआई जांच के आदेश पर रोक लगाने से फिलहाल इनकार कर दिया है। 

जस्टिस एसए बोबड़े और जस्टिस एल नागेश्वर राव की पीठ यूपीपीएसी द्वारा दायर याचिका पर सुनवाई कर रही है। 

पीठ ने नौ और 18 जनवरी को इलाहाबाद हाईकोर्ट के दिए गए आदेशों को भी फिलहाल बरकरार रखने के निर्देश दिए हैं। इसका मतलब है कि सीबीआई यूपीपीएससी के मौजूदा चेयरमैन और सदस्यों को तलब कर पूछताछ नहीं कर सकेगी। साथ ही इनकी उपस्थिति सुनिश्चित करने के लिए किसी तरह की दंडात्मक कार्रवाई करने से इनकार कर दिया। 

आयोग को सीबीआई द्वारा पूछे जाने वाले सवालों के जवाब मुहैया कराने होंगे। साथ ही आयोग को वे दस्तावेज भी मुहैया कराने होंगे, जिनकी जांच एजेंसी को दरकार होगी। मामले की अगली सुनवाई जुलाई के पहले हफ्ते में होगी। हालांकि सीबीआई आयोग के पूर्व चेयरमैन और पूर्व सदस्यों से पूछताछ कर सकेगी।

Big Picture

A change in leadership is the natural response for a faltering organisation - in business and in sports. Occasionally, a professional sports team still fails to rally around a new captain for several reasons, the lack of skill being the most influential factor. On other occasions, a team finds success with a new group of players immediately, like Delhi Daredevils under Shreyas Iyer.

Delhi have won two of their last three games after Gautam Gambhir's exclusion. Overall, they have three wins in nine games. Iyer, Rishabh Pant and Prithvi Shaw have sparkled, but there are still too many holes. Glenn Maxwell, Jason Roy and Colin Munro haven't been substantial contributors, and Daredevils still haven't found their best bowling combination.

Sunrisers Hyderabad, on the other hand, have hardly had to bother with the quality of their bowling. They have defended 151, 132 and 118 in their previous three games. The absence of David Warner has discernibly weakened their batting, but it hasn't hampered the efficiency. That they lead the points table without a 180-plus score - the only team not to cross that mark in the IPL this season - can attest to that.

In the news

Bhuvneshwar Kumar, who missed the last two games with a back injury, could return on Saturday. Captain Kane Williamson said "it wasn't a serious injury, but something he did need to allow rest."

Prithvi Shaw has aced pace so far in this season. He has scored at a strike rate of 181.4 against pace, but just 132 against spinners. Colin Munro too has scored quicker against pace (164.5) than spin (144.2) in T20s since 2015. In that same period, Jason Roy has a strike rate of 152.1 against pace, but 124.9 against spin.

Sunrisers could not only start with spin, but could use slower bowlers in tandem against Daredevils' openers.

Stats that matter

  • As per the numbers, Sunrisers are the worst batting team in every phase - Powerplay, middle and death overs - of an innings this season. They are also the best bowling team in every phase of an innings.

  • The average score batting first in day-night games at the Rajiv Gandhi International Stadium last season was 172. That par score has come down considerably this season, to 134.

  • Sunrisers have not lost a game defending a total this season, in three games. Daredevils have won just one of five games while chasing a target this season.

Fantasy pick

The Hyderabad surface this season has been quite slow and has taken plenty of turn. That generally means that batting could get gradually harder, which makes the Powerplay the best time to score. Alex Hales is, therefore, a batsman that could score quickly earlier on, earning some valuable fantasy points.

Big Picture

Royal Challengers Bangalore could probably afford one more loss. But only if they get very lucky with other results going their way.

They came away from the IPL auction like a tourist with a detailed itinerary: allrounders, check; big-hitters, check; KKR's bowling attack that knocked them over for 49, double check. But one month in, all they have is a bag full of knock-off merchandise. Five defeats in eight matches with a squad that Virat Kohli thought was the most balanced is, essentially, like being stuck with t-shirts that say Wrong instead of Wrogn, right?

But some innocent bystanders have given them a helpful tip, at least with respect to their next adventure. It is hard to compete with Chennai Super Kings' batting line-up. So make fools of their bowlers.

Target scores well above par if batting first. Forget about the run-rate and safeguard wickets for the death if chasing. Basically, RCB have to figure out a way to beat a monstrous batting team with virtually the tournament on the line.

It seems karma wants them to learn how everyone that faces RCB feels.

AB de Villiers has been declared fit after viral fever ruled him out of RCB's previous two games. Quinton de Kock, however, has flown back to South Africa for a wedding.

Imran Tahir has taken 15 wickets in Pune, the most among anyone in the CSK squad, and he has taken out AB de Villiers two times in three IPL innings. This head-to-head can be quite compelling for the viewer as well because the batsman also strikes at 185.7 against the legspinner.

Stats that matter

  • RCB have four wins in five games in Pune, and de Villiers was Man of the Match in three of those games. He has made 211 runs at a strike-rate of 177. Viral fever, begone.

  • CSK have rarely had a phenomenal bowling line-up. But they mask that problem with their spinners and Dhoni's ability to use them. In each of their eight years, their economy rate had always hovered around 7 and strike rate around 25. In 2018, those numbers have risen to 8.49 and 34.50.

  • Before Tim Southee was brought in to the XI, RCB were conceding a six every six deliveries in the death. Now, that figure is a far more respectable 18.3.

  • Dhoni has scored 329 runs at a strike-rate of 169.6. That's his best tally after nine matches in any season of IPL.

Fantasy pick

Ambati Rayudu. He's the highest scorer of the IPL this season with six scores of 30-plus in nine innings. He's also been hitting at a strike-rate of 153 with 56 hits to and over the boundary.
